ABUJA, Nigeria — President Bola Ahmed Tinubu has explained why the Federal Government removed federal universities from the requirement to obtain recruitment waivers and is pursuing changes to their participation in the Integrated Personnel and Payroll Information System (IPPIS).

The President made the disclosure at the maiden convocation ceremony of the Federal University of Health Sciences, Azare (FUHSA), in Bauchi State. He was represented at the ceremony by the Executive Secretary of the Tertiary Education Trust Fund (TETFund), Architect Sunny Echono.

According to the President, the policy change is intended to strengthen institutional autonomy, improve administrative efficiency and enable universities to respond more effectively to their staffing needs.

Under the new arrangement, the Federal Ministry of Education and university governing councils are expected to play their respective roles in recruitment, reducing the need for institutions to obtain recruitment waivers from the Office of the Head of the Civil Service of the Federation.

Tinubu explained that the reform forms part of the government’s broader efforts to improve the management of tertiary institutions and create an environment that supports teaching, research, innovation and national development.

The President also stated that the Federal Government was taking steps to develop a payroll arrangement that better accommodates the operational needs of universities.

The reform is intended to improve personnel administration while addressing the distinctive requirements of academic institutions. University staff and administrators have previously raised concerns about the suitability of a centralised payroll system for higher education.

The removal of recruitment-waiver requirements could give university governing councils greater flexibility in addressing staffing shortages. However, effective implementation, transparency and accountability will remain important in ensuring that recruitment decisions follow applicable rules and merit-based principles.

Tinubu urged universities to take advantage of the reforms to build stronger and more competitive institutions. He also reaffirmed his administration’s commitment to staff welfare, professional development and improved conditions for academic work.

FUHSA Graduates Its First Students

The announcement was made during the maiden convocation of the Federal University of Health Sciences, Azare, where 50 pioneer students graduated from the Department of Human Nutrition and Dietetics.

Tinubu described the graduation as an important milestone in the university’s development, particularly following the COVID-19 pandemic, which exposed critical gaps in Nigeria’s healthcare sector.
